Irish Air Corps PC-12s on delivery

The three PC-12/47E, also known as PC-12NG Spectre, destined for the Aer Chór na hÉireann (IAC, Irish Air Corps) started their delivery flight to Baldonnel (Ireland) on Monday 7 September 2020.

The trio started their delivery flight at Rocky Mountain Metro Airport (CO) and routed to Burlington (VT) for a night stop. Today they flew to Goose Bay (Canada) for the second leg and tomorrow (9 September) the aircraft will continue their delivery flight to Reykjavik (Iceland). The aircraft will leave Goose Bay at 10:00 hrs LT. The last part is expected to be flown on Thursday 10 September 2020.

The three aircraft were flown to Rocky Mountain Metro Airport (CO) in the second half of 2019, where the aircraft had their ISR (intelligence, surveillance and reconnaissance) modification with the Pilatus facility. Since 1996, the aircraft company has had a strong presence at the Rocky Mountain Metropolitan Airport in Broomfield (CO), conducting aircraft completions on the PC-12 aircraft, as well as managing the North and South American sales and service network in various leased facilities on the airport grounds.

On 19 December 2017, the three Spectres were ordered under a deal worth around €32 million, including equipment. They will be used for ISR missions, medical evacuation and logistics support. Each has the capacity for nine passengers or will be able to accommodate two stretcher patients along with support staff for the medical evacuation role.

The three aircraft involved are: N281NG (c/n 1838), N282NG (c/n 1844) and N280NG (c/n 1795). The future Irish Air Corps serials are respectively 281, 282 and most probably 283.

Boom Supersonic was awarded a contract by the USAF on September 8 to explore options for a supersonic executive transport aircraft, which could be used by the service to fly high-ranking government officials around the world.

Will Algeria be the first export country of Russia's Sukhoi Su-57?

Recently, Russian state media reported Moscow will offer its Su-57 fighter jet for export in the immediate future. There have been rumours about potential foreign operators for years, including Algeria, India and Turkey. On 5 September 2020, the national military Algerian selection returned from the sixth session of the International Military Games, which took place in the Russian Federation from 23 August to 2 September 2020.

During the reception and honouring of the military Algerian selection at the headquarters of the Algerian Ministry of Defence a mural was observed. Besides the obvious military hardware something remarkable was seen in the center of the mural: a Sukhoi Su-57.

Wishful thinking or ....?

Earlier, Scramble Facebook News (*) wrote about the Algerian Su-57 procurement. In May 2019, Russian President Vladimir Putin said that seventy-six of the Su-57 aircraft would have been procured by 2028.

Scramble assesses Russia's number one goal is to deliver the first operational Su-57s to the Russian Armed Forces. It is no secret that at this moment the Russian Military-Industrial Complex needs hard cash. "012", which is the Algerian ISO country code, relies heavily on Russian military support. While more modern Russian hardware, including aircraft, is expected in Algeria shortly, and with the appearance of the Su-57 on a significant mural, it is entirely possible the "Felon" (NATO reporting name) will eventually turn up in Algeria in due time.

Last week The Boeing Company informed several airlines and the Federal Aviation Administration about production issues with several B787s. The manufacturer told the airlines to immediately ground eight specific Dreamliners, as these aircraft may have structural issues with the rear of the aircraft. Because of these issues, the aircraft may not be able to withstand the maximum stress during service.

Although the exact aircraft were not disclosed, they are part of the fleets of Air Canada, Air Europa, All Nippon Airways, Etihad Airways, Norwegian, Singapore Airlines and United.

As a result of this notification, and in view of prior issues, the FAA has now decided to inspect the lack of quality surrounding the production of the B787. An internal FAA-memo shows possibily 900 of the more than 1,000 produced Dreamliners may need such inspection at some point.

Longbow FCR for India, Morocco, the Netherlands and United Arab Emirates

On 3 September 2020, the US Army awarded four Foreign Military Sales (FMS) contracts to Longbow Limited Liability Company (LBL) to provide the AH-64E Apache Guardian helicopter AN/APG-78 Longbow Fire Control Radar (FCR) to India, Morocco, the Netherlands and United Arab Emirates (UAE). The firm-fixed-price contracts have a combined value of USD 165 million.

The Longbow Limited Liability Company (LBL) is a joint venture of Lockheed Martin and Northrop Grumman Corporation. Morocco, the Netherlands and India are new to the Longbow FCR community, the UAE Apaches will be upgraded to the AH-64E. The contracts are a direct result of the five-year production requirements contract the US Department of Defence awarded to LBL in 2016.

India ordered 22 AH-64E Apaches in September 2015, all have been delivered. On 25 February 2020, India signed a second contract for six additional AH-64E Apaches fir use with the Indian Army. Morocco ordered 24 AH-64E Apaches in June 2020.
The Netherlands ordered 28 AH-64E Apaches, the FMS for this contract was first announced in February 2019. The UAE ordered 30 AH-64A Apaches in 1991, these were upgraded to the current AH-64D standard in 2008.

Su-30SM2 will make its first flight by the end of 2020

The Izvestiya postal has reported about a new Su-30 modification with reference to sources in the Ministry of Defence and the military-industrial complex. By the end of 2020, a new version called Su-30SM2 powered by two AL-41F-1S/Izd.117S engines should take off for the first time. In the future, it is also planned to bring the Su-30SM aircraft already delivered and operated by the Russian military to the new Su-30SM2 standard.

The new Sukhoi features a range of improvements, including onboard electronics. Radar and the IRST optical location station have also been replaced by newer versions, closely related to the components used on the Su-35S. The range of weapons has also been expanded. According to the approved work schedule, the aircraft manufacturers are currently checking the readiness of the aircraft for the first flight.

In the original version, the Su-30SM features some key components of foreign origin. These include CMFD-55/66 displays by Samtel, VEH-3022 HUD, Totem INS/GPS or ILS indicator by Thales. The R&D work on the Su-30SM with the goal to provide substitution of these imported components has been ongoing since 2015. Within the framework of the programme called Adaptation-Su, the aircraft was also modified for the use of new air-to-air and air-to-ground weapons. The fully domestic aircraft version was to receive a designation Su-30SM1. Nevertheless, in 2018 it was decided to launch a programme for the unification of components of the Su-30SM and Su-35S to the maximum possible extent. The goal was set to simplify and reduce the cost of servicing the entire fleet of aircraft, extend the service life of the Su-30SM and further increase its combat capabilities. This required a much more extensive rework of the aircraft, the integration of the AL-41F-1S turbofan, as well as installation of a more powerful N035 Irbis radar instead of the current N011M Bars-R. The index of this variant was then changed to Su-30SM2.

The AL-41F-1S engine, also known as the Izd.117S has already been used on series Su-35S fighters. Compared with the current power plant of the Su-30SM, the AL-31FP, its thrust has been increased by 16% to 14,500 kgf (142 kN). The service life of the aircraft engine has been extended to 4,000 hours and thanks to the plasma ignition system, the AL-41F-1S is also more economical than the AL-31FP, resulting in an extended range. The increased power is also required for powering the onboard avionics, especially the Irbis radar and a new electronic warfare system. Work on the integration of the 80% renewed engine into the vehicle was jointly carried out by the Irkut aircraft building corporation and the UEC-UMPO engine building association.

The new aircraft will be built under a contract for 21 Su-30SM2 fighters and 25 Yak-130 trainer aircraft worth over USD 1.3 billion (100 billion RUB) which has been announced by the Russian Defence Minister Sergei Shoigu during a visit to the Irkutsk Aviation Plant in August this year.

For the future, all these improvements should be transferrable not only to Su-30SM, counting for 130 aircraft in the Russian Aerospace Forces' and the Navy's inventory and around 50 export within the Collective Security Treaty Organisation (Armenia, Belarus, Kazakhstan and Uzbekistan), but also to other IAZ-built export versions of the “thirty”, counting for almost 360 Su-30MKI/MKA/MKM aircraft delivered to India, Algeria and Malaysia.

Last two Bell 407s delivered to the Polish Police

In January 2019, the Polish Chief Police Officer, Inspector General Jaroslaw Szymczyk, signed a contract for the purchase of three Bell 407GXi patrol and oberservation helicopters.

The Lotnictwo Policja (LP, Polish Police) took delivery of the first one, serial SN-80XP/A-104 (temporary registration OK-KOM), on 6 December 2019. It was returned to the Bell company in Prague (Czechia) for the installation of the opto-electronic head and searchlight and arrived back at Warszawa/Babice on 4 September 2020.

On 5 September 2020, the second Bell 407, serial SN-81XP/A-105 (temporary registration OK-ZEM), followed almost immediately by the last one, serial SN-82XP/A-106 (temporary registration OK-JEL), on 7 September 2020. All three Bell 407s were assembled by the Bell company in Prague (Czechia).

The Polish Police operates a variety of helicopters throughout the country. The main operating airfield is Warszawa/Babice, where the Wydział Operacji Lotniczych, Zarzadu Lotnictwa Policji (Aviation Operations Department, Police Aviation Authority) is based. The other four airfields have a section (detachment) based; Kraków/Rakowice heliport with the Sokol W-3, Lódz/Lublinek with the Bell 206B, Poznan/Lawica with the Mil Mi-2, Szczecin/Dabie with the Mil Mi-2 and Wroclaw/Strachowice also with the Mil Mi-2. Warszawa/Babice has the following types in its inventory: Bell 206B, Bell 407GXi, Bell 412HP, Airbus H135, Mil Mi-8, Sikorsky S-70i and the Sokol W-3.

New Mi-17V-7 helicopters for the PLA Army Aviation

A video spot released on the js7tv.cn website of the state-owned China Central Television 7 (CCTV 7) channel reveals newly delivered Mi-17V-7 multipurpose helicopters entered service with the People's Liberation Army Aviation. The helicopters, supplied by the Kazan Helicopters plant of the Russian Helicopters holding (part of the Rostec State Corporation), are equipped with VK-2500-03 power plants manufactured by JSC UEC-Klimov based in St. Petersburg (Russia). This company is part of United Engine Corporation, which is a branch of JSC Rostec State Corporation.

At the same time, Russian helicopters equipped with the VK-2500-03 engines have also started to reach their first civilian clients. On 9 September 2020, JSC Russian Helicopters circulated a press release about their first Mi-171 helicopters with the VK-2500-03 engines delivered to the Chinese civil aviation airline Xinjiang General Aviation Co., Ltd. The helicopters, registered B-70JV and B-70JW, have been assembled at the Ulan-Ude Aviation Plant of the Russian Helicopters holding (part of JSC Rostec) and took part in the test programme to issue a CCAR-91 national type certificate for the Mi-171 helicopter with this power plant. The decision of the PRC aviation authorities has expanded the capabilities of the Russian Helicopters holding to meet the needs of the Asian market.

Compared to the TV3-117VM series 02 engines used on the Mi-17V-5/Mi-171E versions, the use of VK-2500-03 engines with higher thrust-to-weight ratio provides various advantages, including increased high-altitude flight power with higher static and dynamic flight ceiling, improved carrying capacity in the cargo hold or on the external sling and better emergency response times. In addition, the available engine power in emergency flight mode results in increased operational safety in the mountainuous regions, as well as improved flight safety with just one running engine. At the same time, the BARK-78 digital automatic regulation and control system makes it possible to improve the accuracy of engine control in all modes of operation.

To clarify the currently ongoing “war on engines” between Russian and Ukraine, Scramble Magazine can provide further details. After the collapse of the Soviet Union, Ukrainian Motor-Sich enterprise was the company which turned out to be holder of the entire documentation for the TV3-117 engines under the original name. For many years, Russian Armed Forces have been a primary customer for the production of the Zaporizhia-based production plant, buying 250-270 engines annually from Ukraine, with their own UEC-Klimov only being a developer bureau with very limited annual production capacity of 50-60 engines a year. After the 2014 revolution in Kiev, Russian aerospace industry has launched a large-scale import substitution programme in order to eliminate the dependency on Ukrainian manufacturers and Russia’s United Engine Corporation UEC-Klimov has been chosen to replace the Motor-Sich with the re-issued documentation for the VK-2500/VK-2500PS engine, which represents an advanced Russian version of the TV3-117 with a full-authority digital engine control system.

The sudden rise of presence of helicopter engines assembled by UEC-Klimov is therefore by no means a surprise. Between 2018 and 2020, the St. Petersburg-based enterprise has been performing a large-scale reconstruction of its testing facilities. The amount of over 2 billion rubles from the funds of Rostec has been invested to build 27 test benches for different engine types (three for turbofans, six for helicopter turboshafts, two stands for turboprops and sixteen for engine components such as aggregates or turbine starters). The management of JSC UEC-Klimov expects that the new testing facilities enable increase of the production of VK-2500/VK-2500PS engines for helicopters by further 30%.

In 2019, the total production output of the UEC-Klimov was around 230 engines of the VK-2500/TV3-117 type, powering Mi-28N, Ka-52, Mi-35M and Mi-24 combat helicopters, as well as the Mi-17/Mi-171 and Ka-27/32 family. The supply of spare parts accounted for production of an additional 150 units, with steadily decreasing share of imported parts. Nevertheless, at least part of the production has still had to be outsourced to Ukraine, as the documents show. In 2019, Motor-Sich exported 70 turboshaft engines for civil aviation, without installed aggregates, designated as VK-2500-03, worth USD 25.7 million, to the Latvian Riga-based company SIA AEROSERVICE, for subsequent re-export to the Russian Federation. These engines were then most likely completed at UEC-Klimov for installation on helicopters destined for export or as spares to UEC’s extensive network of servicing nodes including logistics support centers in Vietnamese city of Vũng Tàu and near the city of Arequipa (Peru).

Philippine A-29 Super Tucano arrived at Malta

On Wednesday 9 September 2020, the six Embraer A-29 Super Tucanos destined for the Hukbong Himpapawid ng Pilipinas (Philippine Air Force) arrived at Malta/Luqa after a flight from Alverca (Portugal). The delivery flight started on 29 August 2020 at Sao Jose Dos Campos (SJK, Brazil).

The aircraft are roughly halfway on their delivery flight *), which will take at least ten more days to reach their final destination. We are not aware of the scheduled stops during the "second half" of the delivery flight. If you have more information, please let us know.

The aircraft are expected to join the 15th Strike Wing/16th Strike Squadron "Eagles" at Danielo Atienza-Cavite air base near the capital Manila. If correct, the OV-10 Broncos are expected to be moved to the 17th Attack Squadron "Jaguars" at the same air base, where they will replace the SF260TPs.

Uruguay buys two Lockheed Hercules transporters from Spain

Uruguay was looking to replace its ageing C-130B Hercules transport aicraft and entered talks with Spain earlier this year.

It now seems that the deal has been sealed to obtain two former Ejercito del Aire (EdA, Spanish Air Force) C-130H aircraft for €22 million including spare parts. At this moment, only one C-130B (serial 592) is operable with the Escuadrón Aéreo N°3 Transporte (EA3T) at Montevideo-Carrasco. From the other two C-130Bs, one is stored awaiting depot-level maintenance (serial 591), and the other is dumped at Montevideo-Carrasco and sectioned (serial 593).

It is not yet known which EdA C-130H or KC-130H transporters are involved.

Delivery Grob G120TP training aircraft to Ecuador

On 1 September 2020, three Grob G120TP primary training aircraft passed through Prestwick (UK) on delivery. At first instance it was not 100% clear to which country the training aircraft would be delivered. However, Ecuador was the suspect. The aircraft departed the same day to Reykjavik on their long haul.

And indeed, the aircraft were on delivery to Fuerza Aérea Ecuatoriana (Ecuador Air Force). In 2019, eight turboprop trainers and there was an option for eight more. The recipient is the Escuela Superior Militar de Aviación (ESMA) 'Cosme Renella' at Base Aérea Ulpiano Paez, Salinas where they will join the DA20s.

On 9 September, one of the aircraft was noted on ads-b in the circuit of its new home base. The three aircraft involved were identified by their German ferry registration; D-EGAQ, D-EGAR and D-ETPU. Unfortunately the construction number plates were not checked. If somebody has more information, we would be glad to hear this.

SNAP 2020 exercise at Nörvenich air base

On 8 and 9 September 2020, the exercise "SNAP 2020" (Significance of National Air Power 2020) has taken place at Nörvenich airbase (Germany).

The exercise is regularly carried out by the Luftwaffe (GAF, German Air Force) and is used to practice the evacuation of German citizens, those under protection or soldiers from crisis and war zones in a combined air operation.

On both days in the morning hours, the air base had to deal with interception maneuvers at low altitude, simulated attacks on the airbase, air surveillance from medium altitude, and the simulation of personal evacuations. These days saw multiple flight movements outside the usual corridors.

These days were very busy for Nörvenich airbase, just a few weeks after they finished the Blue Wings 2020 exercise, where six Israeli F-16C/F-16D fighter aircraft and two SIGINT Gulfstreams (Nachshon) flew multiple missions on an almost daily basis for a period of two weeks.

The new Taiwanese start-up carrier 星宇航空 STARLUX Airlines has been forced to alter its plans due to the Corona-pandemic and slow-down of A350-production. Due to this their first A350 is now expected to arrive in 2022, which is too late for the airline's ambitious plans. To keep their plans on track the airline has now decided to lease eight A330-900s which should all arrive before the end of next year.

Starlux also confirmed it has decided to add one A350-900 to its order-book with Airbus, taking the total number of A350s on order to eighteen (ten A350-900s and eight A350-1000s). The airline is also expecting to take delivery of their fourth A321neoLR next month and the remaining six, which will be leased, next year.

The airline launched operations in January of this year, but was forced to cease all operations in March when the pandemic caused most borders to be closed off. Since then Starlux has resumed flying from Taipei to Penang and Macau. It hopes to resume Da Nang soon and is planning to add Cebu as well.

Former Indian Westland 30 helicopters in the UK

The Westland 30 was a British medium helicopter based on the Westland Lynx. The prototype WG-30 made its first flight on 10 April 1979. Production of the first model, the Westland 30-100, started in 1981. The main operator of the type was Pawan Hans of India with aircraft being delivered to that company between 1986 and 1988.

Already in 1991, the helicopters were withdrawn from service due to safety reasons. In that period, the manufacturer handed the type certificate back to the UK Civil Aviation Authority (CAA), thus grounding the type.

Of the 21 helicopters delivered to Pawan Hans, two crashed and the remaining 19 were sold to AES Aerospace, a British company. For a long time the location of the helicopters was not known but recently 11 helicopters have been re-discovered at an industrial estate in Gloucestershire (UK).

Access to the site is strictly limited by the owner. The helicopters are sometimes visible from a nearby public footpath, but due to the interest of enthusiasts, trucks are regularly put in front of them to block photographs or to limit identification. Eleven helicopters have been identified; VT-EKE, VT-EKG, VT-EKK, VT-EKL, VT-EKM, VT-EKN, VT-EKX, VT-EKY, N5820T, N112WG, and N118WG. The last three are painted in a overall red colourscheme, the VT registered ones have the Pawan Hans colours as shown on the photo.

Nigeria Air Force JF-17s nearing completion

At last the Sino-Pakistani JF-17 block II Thunders for Nigeria are nearing completion. After producing the 2019 run of domestic JF-17 block II fighters for the پاک فضائیہ (PAKISTAN FIZA'YA, Pakistan Air Force), Pakistan Aeronautical Complex (PAC) Kamra diverted the last three of that line for the Nigeria deal.

The JF-17 Thunders were visible, still in primer, on a documentary aired bij Hums News on Pakistan Defence Day (6 September 2020), as NAF-720, NAF-721 and NAF-722. As far as we know, these should be production numbers 2P-60, 2P-61 and 2P-62. Earlier this year a smartphone shot of NAF-702 also appeared, we suspect this is one of the three airframes mentioned above.

Nigeria’s proposed 2018 budget confirms that the African nation will obtain the Chengdu PAC JF-17 fighter aircraft. The budget allocation document indicates that USD 36 million (N13.1 billion) is earmarked as partial payment for the three aircraft. The payment will also cover support equipment and spares. This makes Nigeria the first buyer of the type to be officially named, although programme officials have long said there is strong interest for the type from various countries. The JF-17s are due to arrive in Nigeria in November 2020.

In addition to the budget allocated to the three fighter aircraft, it also shows funds for the acquisition of two leonardo AW109 helicopters, as well as depot maintenance for two Dassault Alpha Jets and a Lockheed Martin C-130H Hercules.
